OHRC instructs Social Security Officer for rescue & rehabilitation of people with mental illnesses who are wandering on roads
Bhubaneswar (13/09/2024): Dr.Mohammad Imran Ali, Co-Founder, Salaam Jeevan had filed a case in the Odisha Human Rights Commission (OHRC) regarding the plight of people with mental illness on roads.
A news was telecasted on the TV describing the plight of such people in the year 2019.
Dr.Imran watched the news and conducted the local level survey in Bhubaneswar city and filed the petition in the Commission describing the human rights violation of such citizens.
He described that the government of welfare country cannot leave any citizen to such vulnerability.
These people are wandering on roads, residing on roads, railway station, bus stops and so on.
The chances of murder, accident, molestation and rape is much higher.
Therefore, Dr.Imran pleaded for the rescue and rehabilitation of these people who are living under such risky and vulnerable conditions. As per the order of the Commission, it reflects from the enquiry report by the District Social Security Officer (DSSO), Khordha and forwarded by the District Collector that currently two numbers of mentally ill homes namely Mission Ashra and Mission Ashalok are functioning in Bhubaneswar. It appears from the report that a total number of 1788 persons with Mental Illnesses have been rescued and they are staying in the shelter homes.
Besides, a total number of 1517 persons have been rehabilitated and presently 297 persons are staying in the centre.
In view of the facts stated in the report produced by DSSO, Khordha, more than 1700 mentally ill persons have been rescued and they have been rehabilitated in the shelter home. The OHRC, while appreciating the steps taken by the concerned department, further observes that the Social Security Officer shall keep a close watch over the matter and rescue of the persons with Mental Illnesses to further continue and whenever a case comes to the notice, appropriate steps will be taken for rescue as well as rehabilitation.

Imran has expressed his hope that the rights and dignity of these vulnerable people shall be protected and no such person shall be left unloved, uncared and remain unprotected.
