Pollution Worries Rise in Balasore : District Administration Enforces GRAP Stage–II Measures to Curb Air Pollution
Balasore:5/1(Krushna Kumar Mohanty) With air pollution levels rising alarmingly in Balasore district, the district administration has enforced a series of restrictive measures under GRAP Stage–II to protect public health. The order has been issued under Section 163 of the Bharatiya Nagarik Suraksha Sanhita (BNSS).
The restrictions will remain in force for the next seven days across Balasore Municipality and other NAC and municipal (ULB) areas. The duration may be extended depending on the prevailing air quality situation.
As per the directive, all construction activities will remain completely prohibited from 6.00 pm to 10.00 am every day. Demolition activities and earthwork within municipal and ULB limits have also been banned with immediate effect.
To reduce dust pollution, Balasore Municipality, other ULBs, and the National Highways Authority of India (NHAI) have been instructed to sprinkle water on all major roads at least three times a day. Entry of heavy trucks into Balasore town and other ULB areas has been strictly prohibited.
The order also bans open burning of garbage, the use of coal in roadside eateries, and any form of open fire. The Sub-Collectors of Balasore and Nilagiri, in coordination with the Regional Transport Officer (RTO), Balasore, will impose separate restrictions on the daytime movement of trucks carrying coal, minor and major minerals, and fly ash.
Movement of trucks without proper tarpaulin covering will not be allowed on NH-16, state highways, district main roads, or other roads. Brick kiln units will not be permitted to operate without valid authorization. Executive Engineers of NHAI and the National Highways Division have been directed to ensure regular water sprinkling at all construction sites.
Considering the emergent situation, the order has been issued under Section 163(2) of BNSS. Police, municipal bodies, ULB authorities, executing agencies, and the RTO have been directed to ensure strict enforcement of the measures.
The Sub-Collectors of Balasore and Nilagiri will conduct daily inspections and submit compliance reports to the district administration. The district administration has appealed to citizens, traders, and all concerned establishments to cooperate fully in the interest of public health and environmental safety.
