Govt. urged to observe 9th February as Bonded Labour Abolition Day

Bhubaneswar, 22nd August, State Panchayati Raj and Rural Development Minister Rabinarayan Naik on Friday stated that The State Government would consider civil society proposal to declare February 9th as Bonded Labour Abolition Day as the day marks promulgation of The Bonded Labour System (Abolition) Act, 1976 in the country.
SURAKHYA, a network of civil society organizations and individuals on Friday urged the State govt. The organization has submitted a memorandum in this context citing example of other states where the day has already been announced by the concern states through official notification.
Addressing a state level consultation on Human Trafficking and Bonded Labour Naik underlined the need for streamlining labour cards, scope of MGNREGS and local livelihood opportunities. He also laid emphasis on Atmanirbhar Village to empower village institutions in terms of economic development and expanding livelihood opportunities, a memorandum in this context has already been submitted to Sixth Finance Commission, Naik informed.
The Minister also stated that government is working to declare some districts like, Nuapada as Dadan Mukta (Migration Free) district.
The day long consultation attended by more than hundred civil society representatives mostly working on migration and Bonded Labour issues, resolved to appeal the government and Migration Task Force to speed up Rescue, issue of Release Certificate, timely release of compensation amount and rehabilitation of rescued bonded and migrant labourers; only to stop re-migration.
The consultation also passed resolutions for formulation of a comprehensive State Action Plan to address bonded labour issues, Development and implementation of an Odisha-specific Standards Operating Procedure (SOP) for prevention, identification, timely rescue, rehabilitation and prosecution, Formal declaration and statewide observance of 9th February as Bonded Labour Abolition Day across all districts.
