‘MAMATA’ scheme to be implemented in convergence with ‘PMMVY’ in co-branding manner as ‘MAMATA-PMMVY’

The Odisha Cabinet chaired by Chief Minister Mohan Charan Majhi  has decided to jointly implement MAMATA and Pradhan Mantri Matru Vandana Yojana from April 1, 2025. 
The scheme will be named as MAMATA-PMMVY.
Earlier, beneficiaries used to get Rs.10,000 for the birth of a girl child under MAMATA Yojana. 

Now, under MAMATA-PMMVY, they will get Rs.12,000.
Beneficiaries will receive Rs.10,000 for the birth of a boy child under MAMATA-PMMVY.
Women from PVTG community will be given Rs.12,000 for the birth of a girl child and Rs.10,000 for the birth of a boy for all live births. 
Anganwadi Workers (AWWs) and Anganwadi Helpers(AWHs), who were earlier getting Rs.200 and Rs.100 respectively as incentive amount, will now get Rs.250 and Rs.150 under MAMATA-PMMVY.
The eligibility criteria of the Government of India's PMMVY scheme will also be applicable to the MAMATA-PMMVY scheme.
In the next five years the expenditure on MAMATA-PMMVY would be about Rs.2,670 crores.

The Cabinet approved 11.25% reservation for SEBC students in higher education admissions across all State Government and aided institutions from 2025-26.

Uniform quotas for ST (22.5%), SC (16.25%), SEBC (11.25%), PwD (5%) & ESM (1%) to be implemented.

The move aligns with NEP 2020 aims to promote access, equity and inclusion.

The State Cabinet approved amendments to ITIs Trainers' Service (Methods of Recruitment and Conditions of Service) Rules, 2024 (OGITS Rules, 2024).

The amendments aim to provide recruitment-specific promotion opportunities for OGITS cadre officers, enable direct OPSC recruitment at Junior Principal level to strengthen vocational training, appoint experienced OGITS staff to top posts to enhance management capacity

The Cabinet also gave its approval for lease of 40.197 acres of government land in Keonjhar to Dharanidhar University free of cost.

As per decision, the land in Mouza Suleikhamar, Satasingha, Gambharia and Bramhangaon will be used for setting up North & South Campus of the premier public institution.

Besides, the Cabinet also approved construction of Khairibandhan Barrage at Anlabeni in Jashipur block of Mayurbhanj district at a cost of Rs 97.67 crore.

The project aims to provide assured Kharif irrigation in drought-prone areas with large tribal and backward population. Target has been set to complete the project in 30 months.

Amendment to Combined Recruitment Examination Rules, 2022 has also received Cabinet nod.

Post of Civil Defence Instructor/Senior Store Inspector under Home Department has been added to Schedule-I for recruitment via OSSC.

Earlier, posts like SI of Traffic & SI of Excise were included under the same rules.
