Revenue Officials to Begin Indefinite Mass Leave from Tomorrow Over Long-Pending Demands

Starting tomorrow, all revenue officials will go on indefinite mass leave to press for their long-pending 10-point charter of demands. This was firmly announced to the media by District President Mr. Rupak Kumar Das, Secretary Mr. Swastik Das, and other leaders. They warned that the strike would continue until the government fulfills their demands and issues a formal notification, holding the government solely responsible for any inconvenience caused to the public.

It may be recalled that, despite repeated appeals to the state government by district-level revenue officials to address their 10-point demands, the government had assured, during a meeting with the state union’s top leaders on July 9, that the demands would be met within 7 to 15 days. Consequently, the state-wide agitation scheduled for July 14 was deferred until August 10. However, instead of fulfilling the demands, the government has allegedly adopted a hostile attitude and issued an order affecting the revenue service’s promotion structure—described by the officials as a severe blow to their career prospects.
This directive, they allege, has created widespread dissatisfaction among revenue officials. Many have been deprived of rightful promotions for years due to a reorganization of posts, with some even retiring without receiving their due benefits. They claim that, despite being highly efficient and ensuring the delivery of government schemes to the grassroots within stipulated timeframes, they have been consistently ignored by the government.
Their key demands include raising the basic pay of district-level revenue officials to Level-9 as per ORSP-2017 rules; creating and restructuring posts based on the General Administration & Grievance Department’s resolution no. 8898 dated 15-03-2024 and the data provided by all 30 district collectors; extending annual health insurance coverage up to ₹20 lakh for all government employees in the state; appointing a qualified family member of any deceased government employee in accordance with the 1990 regulations; and including all government employees under the Old Pension Scheme.
Intellectuals, lawyers, and members of the public have urged the government to refrain from delaying tactics and to take prompt steps to fulfill these legitimate demands, enabling the officials to return to work.
