The 4th and 5th Phase of poll in 9 parliamentary constituencies and 63 assembly constituencies were completed on 13.05.2024 and 20.05.2024 respectively in a peaceful manner without any serious or alarming incident. There was massive voter turnout also. There was re-poll in two booths under Kantamal assembly constituency of Boudh district. The re-polling in two booths was also held peacefully yesterday (23.05.2024). All 11 Naxal affected districts went to poll in the 4th & 5th Phases. At a press conference in Bhubaneswar, DGP Arun Sarangi said, "There was no Naxal related violence during the pre-poll, poll day and post-poll period due to intense anti-Maoist operations and real time intelligence collection. The most significant achievement of this election is peaceful, free and fair conduct of poll in naxal affected areas. The poll boycott call of the Maoist had no effect at all. In the Lok Sabha Election, 1998, the first incident of naxal violence was reported when a mobile party was attacked, and one Havildar expired. Since then in all subsequent elections, there has been serious Maoist violence including attack on poll parties, police forces, destruction of EVMs, bomb blast on the road and non-participation of villagers in voting in naxal areas. We thank our District SsP and the operational forces and CAPF in ensuring incident free poll.
The 6th Phase (3rd Phase for Odisha) 6 PCs and 42 ACs in 12 police districts of Sambalpur, Deogarh, Angul, Keonjhar, Mayurbhanj, Dhenkanal, Cuttack, Cuttack UPD, Nayagarh, Puri, Khordha and Bhubaneswar UPD are going to Poll. None of the above district is Naxal affected. The number of Polling Stations is 10551 and number of locations is 7646.
There are aound 20% sensitive booths. Sensitivity is being reassessed regularly." The DGP informed that total manpower to be utilised during election is 35000 which includes 121 Coys of Central Armed Police Force (CAPF), 106 platoons of Odisha Armed Police and 19865 civil police personnel. Additional 20 company of CAPF have been sent to the state. We had sent 1200 HG to Chhatisgarh. They have given 300 Constables and 700 HGs.
Five young IPS Officers of ASP rank have been mobilized for Sambalpur, Khordha, Keonjhar and Cuttack.
Total 42 Assembly Supervising Officers in the rank of Additional SP with striking force will be deployed and 84 DSPs will supervise the law and order (2 for each assembly segment) with striking force.
Besides, 231 Sector Officers in the rank of Inspector with striking force (Each assembly around 6 Sectors).
One to half section CAPF will be deployed in all sensitive booths. There will be 100% utilization of CAPF in booth duty.
The number of Mobile Parties is 763 and Inter State Border Check Posts is 17 (CCTV installed).
The number of Intra State Border Check Post is 116 and Flying Squad Team is 331 Similarly, the number of Static Surveillance Team is 343.
EVM Strong Rooms at 25 locations have been established being guarded round the clock by CAPF and SAP in a 2-tier Security System.
For each Parliament Constituency, there is one Police observers of ECI. There are Special Police Observers for the State.
The candidates and political parties have given “worry list” of booths. CAPF will be deployed after assessing the sensitivity. Sarangi highlighted that a total of 78 numbers of election related cases have been registered out of which 17 cases are for Model Code of Conduct violations. Action have been taken on 89 accused persons involved in these cases.
A total of 16 election related cases have been registered in the districts going to poll on 25.05.2024. In all cases, accused persons have been arrested, he added. To ensure free & fair and inducement free poll, police has stepped up enforcement activities.
Since January 1,2024, 34403 warrants have been executed/recalled/disposed off.
More than 4000 persons have been declared proclaimed offenders with latka jaari out of which more than 1000 persons have been arrested/ surrendered.
Total 1283 History sheeters/ absconders have been arrested.
Total 50734 prosecution under preventive sections of law have been submitted and 78582 persons have been bound down.
Eleven persons have been booked under NSA.
Three habitual offenders in Bhubaneswar/ Cuttack have been externed (tadi paar) by Police Commissioner.
This apart, 254 illegal arms have been seized.
143 cartridges, 119 bombs and 1534 others explosives seized.
Three illegal arms manufacturing units busted.
A total of 6,78,547 litres of illegal liquor have been seized, 25,632 cases registered and 3941 persons have been arrested.
