CM Majhi launches Odisha Pharmaceutical and Medical Devices Policy 2025

Bhubaneswar(By Abhishek Mohanty): Odisha is poised to emerge as a major pharmaceutical hub of eastern India by producing quality medicines and advanced medical devices, said Chief Minister Mohan Charan Majhi while addressing the Odisha Pharma Summit 2025 held on Tuesday at Hotel Taj Vivanta, Bhubaneswar.

A total of 45 Memoranda of Understanding (MoUs) worth Rs 6,263 crore were signed during the event, which will generate 38,406 jobs in the state. Of these, 32 MoUs pertain to pharmaceuticals, 12 MoUs to medical devices, and one MoU relates to the proposal for a landmark industrial park.

On this occasion, the Chief Minister laid the foundation stone for a dedicated pharma park and a medical devices park at Khordha.

In his address, the Chief Minister said the government is fulfilling all necessary requirements to make Odisha the first choice of investors. Along with this, the state is committed to promoting non-traditional industries. Odisha is currently one of the most preferred states in the country for capital investment, with one of the best industrial ecosystems. Along with other industries, the government aims to make Odisha a leading center for pharmaceutical manufacturing as well.

He stated that metals, minerals, and chemicals form the backbone of Odisha’s industrial sector. However, to make optimal use of the state’s resources for public benefit, the state must move further ahead. Therefore, greater emphasis has been laid on infrastructure, innovation, energy, and a knowledge-based economy. Over the past one and a half years, there has been significant diversification of industries in Odisha. Investments have flowed into sectors such as chemicals, petrochemicals, green energy, fintech, electronics, semiconductors, textiles, tourism, and now, a new chapter has begun in the pharma sector.

The CM further said that Odisha’s industries should integrate with global industries and establish a strong identity for the state on the global industrial map.

Highlighting the pharma sector, he said that over the last one and a half years, necessary reforms have been introduced in the state’s industrial and pharma policies. Odisha’s pharma policy is among the best in the country. The new policy provides incentives across every segment of the pharma sector, including research, capital investment, infrastructure development, and employment generation.

Expressing confidence, the CM Majhi said that Odisha’s pharma sector will reach new heights in the coming years. In terms of quality and cost, pharma products from Odisha will be among the most attractive globally, and the state will also earn recognition in med-tech manufacturing.

He added that the state is fully prepared to provide everything required by the pharma industry. Odisha offers a highly industry-friendly environment. The state has abundant mineral resources, three major ports, two commercial airports, a 575-kilometer-long coastline, an advanced rail and road network, surplus power, adequate water availability, and a trained workforce. Therefore, Odisha is fully prepared to become the manufacturing hub of eastern India.

Speaking at the event, Minister for Industries and Skill Development Sampad Chandra Swain said that the Odisha Pharma Summit 2025 reflects the state’s development-centric industrialization strategy. With progressive policies, dedicated industrial parks, and skilled human resources, Odisha is creating an excellent ecosystem for pharmaceutical and medical device manufacturers.

Among others present at the event were Mahakalapada MLA Durga Prasanna Nayak, Chief Secretary Manoj Ahuja, Development Commissioner Anu Garg, and other dignitaries. Additional Chief Secretary of Industries and Information & Public Relations Department Hemant Sharma delivered the welcome address, while Health Department Commissioner-cum-Secretary Ashwati S delivered the vote of thanks.
