Odisha Cabinet approves setting up of separate Museum Directorate

Bhubaneswar(By Abhishek Mohanty): The Odisha Cabinet meeting held under the chairmanship of Chief Minister Mohan Charan Majhi approved seven important proposals of including setting up of a separate Directorate of
Museum for better management and
coordination of State Museums.
The decisions taken in the meeting was briefed by Chief Secretary Manoj Ahuja.
The State Cabinet approved the framing of Odisha Ministerial Services (Commercial Taxes & GST Range and sub-ordinate Offices) Rules, 2025.
The Commercial Taxes and GST Organization under Finance Department comprises of the Commissionerate of CT&GST at the top, 12 Territorial Ranges at the middle level and 50 Territorial Circles at the bottom level. The 12 Territorial Ranges cover 30 districts of the State and each Range covers one or more districts. The General Administration & Public Grievance Department vide their Resolution No.8898/Gen.dated 15.03.2024 have framed a policy setting uniform pay structuring model for all the district ministerial cadres existing under different Departments. In the Resolution it has been advised that there would be no common cadre anymore. Each Department will frame separate recruitment rules for each District Ministerial Cadre existing in their department to regulate the method of recruitment and conditions of service of persons appointed in District Ministerial Cadre.
Accordingly, Odisha Ministerial Services (Commercial Taxes & GST Range and sub-ordinate Offices) Rules, 2025 has heen framed to regulate the method of recruitment and conditions of service of persons appointed under the offices sub-ordinate to Commissionerate of CT&GST, Odisha.
The cadre will comprise of Junior Assistants (Level-4), Senior Assistants (Level-8), Assistant Section Officers (Level-9), Section Officers (Level-10) and Establishment Officers (Level-11).
As per decision, 80% of the base level posts of Junior Assistants in the office of CT&GST Territorial Range and their subordinate Offices shall be filled up through direct recruitment and 20% through promotion from amongst the Group-D employees.
Besides, the Cabinet also gave its approval for the outcome of the bidding process / tender for "Improvement of Drinking Water Supply with 24x7 water supply system to Sambalpur Town on Engineering, Procurement and Construction (EPC) Contract including Operation and Maintenance for a Period of Five Years".
Since present capacity of Water Treatment Plants has reached saturation, there is need to improve the treatment capacity to meet the growing demand of drinking water of Sambalpur Municipal Corporation area.
The Sambalpur Municipal Corporation area is expanding by leaps and bounds. The present population of Sambalpur Municipal Corporation is about 4.75 lakhs and the projected ultimate population of the city by 2043 will be 7 lakhs. In order to address the issues, Housing and Urban Development Department through Water Corporation of Odisha has proposed to implement the project "Improvement of Drinking Water Supply with 24x7 water supply system to Sambalpur Town on Engineering, Procurement and Construction (EPC) Contract including Operation and Maintenance for a Period of Five Years".
This project will help in providing 24 x 7 water supply of Drink from Tap quality to all the households of Sambalpur and Hirakud towns and Burla town as per (CPHEEO) Central Public Health and Environmental Engineering Organisation Guideline and quality as per I$10500.
The Cabinet approved sanction for funding of the "Implementation of LED Public Street Lighting Project in 110 ULBs in Odisha" in Retrofitting Stretches.
The State Government, through Housing and Urban Development Department (H&UDD) has initiated installation of Smart Energy-Efficient LED luminaires across all Urban Local Bodies in the state. The Department has taken up the Street Lighting Programme to improve the Street lighting in Urban Areas through State funding and external funding Agency. The objective of the programme is installation and operation and maintenance in new upcoming road stretches/Greenfield stretches and installation and O & M for the Retrofitting/Existing stretches in 110 Urban Local Bodies (ULBs).
This apart, a proposal to extend additional incentives over and above Industrial Policy Resolution (IPR) of 2022 to anchor MRO to facilitate the establishment of MRO facilities at Biju Patnaik International Airport Airport in Bhubaneswar has been approved by the Cabinet.
The aviation Maintenance, Repair, and Overhaul (MRO) market globally, as per a NITI Aayog report, is expected to reach USD 117 billion by 2031, an increase of 70% from USD 68.5 billion in 2021. Considering India's plans for increasing regional air connectivity, focusing both on passenger travel as well as cargo movement and the fleet expansion plans of India's domestic airliners, the MRO requirements for servicing such fleet would significantly rise in the coming years.
In a significant step towards transforming Odisha into a regional hub for aviation services, the State Cabinet has approved the establishment of a world-class Maintenance, Repair, and Overhaul (MRO) facility at Biju Patnaik International Airport (BPIA), Bhubaneswar. This will be the first major MRO facility in Eastern India and a key milestone under the Government of Odisha's vision to strengthen civil aviation infrastructure through the I MAAN (Building and Management of Aviation Assets and Network) scheme.
The Cabinet also approved a special package of additional incentives over and above the provisions under the Industrial Policy Resolution (IPR) 2022 to attract private sector participation in the capital-intensive MRO sector.
The proposal for framing of the "Odisha Nursing Education Service (Method of Recruitment and Conditions of Service) Rules, 2025" has also been approved.
At present there are 8 (eight) Government Colleges of Nursing and 21 (twenty-one) ANM Training Centres running in the state. Besides, establishment of 7 more new Colleges of Nursing in co-location with Medical College & Hospitals under Centrally Sponsored Scheme is under process. There is no specific recruitment rules for recruitment of the faculties in the Colleges of Nursing and ANM Training Centres.
The Odisha Nursing Education Service (Method of Recruitment and Conditions of Service) Rules, 2025 prescribes the method of recruitment to the base level post i.e, Tutor and promotion to the next higher posts.
Framing of the Odisha Nursing Education Service (Method of Recruitment and Conditions of Service) Rules, 2025 will lead to filling up of the vacant base level teaching posts, promotion of the eligible faculties to the next higher posts and strengthening Nursing Education.
